Completley depends on game, fire rate/hitting power, and weapon array for me.
Nemesis 90 and gradius generations: speed, missle, option, double, shield
Gradius III (snes): speed, speed, red. shield, laser, option
Gradius III (arcade): speed, speed, missle, option, option, option, laser
Gradius II (arcade): speed, speed, missle, option, laser
Never played gaiden, gradius 1 or 4.

In Gradius III, I usually go Speed-Speed-Option-Missile-Option-Laser-Option-Option-Sheild-Option(for the formation expander thingy).
As many other people have said, it really increases the firepower and speed at which you can take (especially smaller) enemys down (the lasers are kind of slow on thier own). Also, double missiles is a great advantage.
With my set-up, it gives sufficient speed, the quickness of fire to take down the smaller enemy groups, but but still gets me the laser for the boss.
