agree with most mentioned here... just like to add the raiden fighters series, those seibu people can really draw some stylish looking military hardware!

I agree, Guwange is one of the best looking 2D shmups. Also, in my opinion battle bakraid looks much better than garegga.

Gradius V and Ikaruga stick out as graphical high points. I also really like the art in Dragon Breed and Dragon Blaze.

I definitely agree with Raiden Fighters. Gradius V and Ikaruga are up there too.

Designwise imo definitely Guwange and Ikaruga. Both games have a beautiful art style which gives the stages a certain degree of depth - here every stage is a work of art loaded with symbols (Ikaruga) and references (Guwange).
Among the more abstract stuff I would say Tumiki Fighters which (run at higher resolutions) features an extracrispy Lego-style with a colour palette that screams "Nintendo"...

For some of the most lovely hand-drawn graphics, I like DoDonPachi, and Batsugun. I love those late-era Toaplan mechanical designs.
Not strictly a shooter, but In The Hunt has that wacky Nazca team charm.

Is Guwange pre-rendered? I'll lump it in with my pre-rendered faves, Guwange, Ibara, Ketsui, and Mushihime-sama Futari (amazing! Incredible detail)

For real-time rendered, can't beat Gradius V and Ikaruga. Under Defeat also looks stellar.

Ikaruga
DDP-DOJ
Progear
Guwange
Shiki 2
Gradius V
ESPRaDe
Armed Police Batrider(One of the crispest 2D shooters i've ever seen)
Gunbird 1, 2

Its mostly the art style that attracts me the most.

I don't think there exists single shoot'em up that would rise above all others with its graphics - there are so many great looking shmups out there. But I can list some of the cream.

These games have nice art direction: R-type, Saint Dragon, Dragon Breed
These have well made hand-drawn pixels: Xenon II, Viper phase 1, Raiden DX
These have brilliant technical execution: Gradius V, Ikaruga
These just look great in overall: Guwange, Mushihimesama

This being said, biggest impression I have ever had was when I saw R-type first time in the arcades. I don't think I have ever been so impressed by any other game again.

There's something about the Saint Dragon's graphics that make me turn on the PCB over and over again. I love the world and the atmosphere in that game, I don't think anyone else has succesfully recreated anything like that.

Gradius V beats 'em all.
And about 2d, I'd say Progear. So detailed it looks like a neo geo game :D
Alas, Ikaruga is going...

Undesired, unwanted them...
What makes them go?

Gradius Vs graphics might be great in execution, but they are pretty bland imo, not really artistic or anything, just pretty basic mechanic stuff.
