I think this is the same one. Made by toto, good quality and lag free i believe from what i have read. They also discuss these converters in the Hori thread

i hope you got it from toto, i think they are the same but would not risk considering the ones from toto are made by them and they are a Japanese co. I assume they are manufactured there, and hopefully not outsourced to some cheap china factory. Japanese make quality stuff. Also there price is cheaper but then again the ship will probably make up for it

Yeah, I bought it from Toto but I don't think I ordered it from Japan. I had it sent EMS for like $12 (feels like Taiwan to me). If I just paid $12 USD for shipping within Japan, I might have to take a train trip to their headquarters.
