I'll answer my own question. I went out and picked up the Tecmo collection and there's no chopping. It looks and plays quite nicely. I doubt that there is a tate option, but I'll check anyway.
EDIT: I checked. No tate. But there is a difficulty setting. The default is Very Easy, which still seemed reasonably challenging. The Normal setting is really fast-paced, WAY faster than the NES or SNES could handle, I believe. If this game wins, I hope there will be a way of standardizing difficulty level without requiring everyone to play in mame. After all, I just spent $20 in order to be able to participate!
I think people should be allowed to play any version, not just MAME (unless it's a totally different game, as in NES Section Z). If one port is somehow advantageous over another, figuring that out is part of the strategy. Since this tourney is intended for fun, we should have that kind of leeway.
Of course, part of the reason I say that is because I happen to actually own ports of both Section Z and Star Force, and I'd like to be able to use them.

Perhaps. While Juno First is an interesting game, I actually own Star Force. It'd be nice to get to play without involving emulation. It'd give my keyboard a rest
Just a update for this record voter turnout. Take like, 3 votes off Juno and 1 off Section Z from the unofficial thing above and the winning gaps are about where they should be.
