Capturing JP Mega Drive through OSSC into OBS

I'm trying to get an NTSC JP Mega Drive to OBS gameplay recording setup together, but after a couple of days of grappling with it I'm still getting stuttery results. It really shows up in the background elements:

Here's my signal chain:

Model 1 JP Mega Drive :arrow: SCART cable :arrow: OSSC :arrow: HDMI cable :arrow: Elgato HD 60X :arrow: USB C :arrow: OBS 31.0.3 (most recent) on Macbook Pro running OSX 15.4 Sequoia (most recent)

The MD outputs at 59.1 FPS, the closest OBS seems to do is a custom integer value of 59.0, but I'm not sure if that's the heart of the issue. It looks fine on the TV, so I'm not thinking it's an OSSC-side problem.

Any advice on how to resolve this one?

Yes, the stutter is likely due to the FPS mismatch—try setting OBS to match the exact 59.18 FPS output from OSSC using a custom fractional value, or use a capture card that handles variable refresh rates better.

A japanese Mega Drive should be much closer to 60Hz. Something seems wrong :/

I believe MD's refresh rate should be ~59.92Hz, just slightly off from NTSC standard ~59.94. If you're getting 59.1, you have something very odd/wrong going on. 59.1Hz is about what the Neo Geo MVS does, not MD.
