SOLVED CV1000 B Still Shows Blue Color After Replacing AD8061ARTZ ICs

I followed the system 11 instructions https://blog.system11.org/?p=355 on replacing the u14 u15 & u16 AD8061ARTZ ics. I replaced them, but the board still shows blue only.

Pin 3 & 4
U16 (blue) measures 1.06 to 1.10
U14 & U15 (red & blue) measures .04

Pin 5
All measure 5

Red and green receive some voltage on the pins but its very miniscule.

per rtw:
Mushihimesama has a DIP SWITCH block called S2. Switch 4 makes the image blue. Make sure the DIPs are in the correct position, if they are all ON turn them all OFF and back ON again.

It should only be SW 4 which is the issue.

I would start with reflowing the DIP block.

You could solder a jumper wire across SW4 as well.
