PVM-2030 Power-on, but black screen

Where should I start with troubleshooting a PVM-2030 that powers on but doesn't display an image? Previously it showed vertical foldover-like white lines toward the top (not retrace lines) on a black screen, so I recapped the deflection board which made the white lnes disappear (though I can still see them if I crank vhold all the way to one side) but still no image if I connect a composite or svideo console on the selected input. When I power on a connected console, I see a white flicker at the top (like CRTs normally do) and I can hear the whine change.

I went through the troubleshooting flow chart for the 2030 on CRT database and everything was OK, and I also reflowed the main neckboard connections, as one person (SmokeMonster) said H2 needed a reflow on theirs to fix it. No luck though.

2/1 update:
I'd like to see if my vertical IC is bad. Judging by the similar PVM-2130 manual, IC501 (NEC UPC1377C) seems to be it. I'm just not sure what exactly to measure on it to test it.

Edit: The issue was that there was a hairline crack through a solder joint on the neckboard.

If you're seeing white lines, this means the heater is working.
How does RGB look?

Thanks for the reply. I don't have an adapter to use the odd RGB input, unfortunately.
