Here's what I remember about it.
It wasn't a AAA game or released on consoles. It was a PC indie game.
It featured a transforming robot. Ship mode was your standard horizontal shmup and in robot mode you had a sort of "forgotten worlds" style spinning mechanic that allowed you to fire in all directions.
It was not Hyper Duel or Cybattler. Again, it was not released on arcade or consoles. It was a free indie shmup.
I played it YEARS ago. Back in highschool no doubt. This would mean I played it some time between 2009 and 2012. There's a chance I played it in 7th or 8th grade, so 2007 and 2008 are possible years.

FOUND IT. The game I was looking for was Under Stellar 2.

Do you remember anything about the stages, bosses, or weapons? Did it have melee attacks similar to Astebreed? Was it 3D? 2D?

1. The first stage had a lot of asteroids you had to shoot through.
2. Unfortunately I was never skilled enough to reach a boss.
3. I don't think there were other weapons other than a rapidly firing gun, but I might be wrong.
4. It did not have melee attacks that I am aware of.
5. It was 2d, but the sprites were made with pre-rendered 3D models.

Alright guys. I found it. It involved using wayback machine to browse a website that has since been taken down and looking at a huge list of Doujin games. It seems some of the things I remembered about the game were off, but no doubt: The game I was looking for is Under Stellar 2. Thank you to everyone who tried to track this thing down with me.

Congrats, I'm glad you were able to locate it!
