Is this actually legit or some kind of homebrew? Any good? Quite a few PS2 ports included...

Looks like homebrew, but I'm not quite sure. I can't find it on official games listings for ps2.

I figured, I kinda want to track down an ISO and have a look if it's actually any good, I assume it's just a launcher for the various official ports.

Bootleg as hell.
I also just realized that I have never seen a bootleg PS2 game until now and wasn't even aware that there are PS2 bootlegs.

If you google "usagiru" you get some sort of ISO blog, so it's just some homemade compilation.
You can find the iso on Google/ archive.org

The fact that this includes quite varied sets of developers and publishers is another clue, normally they don't "collaborate" this way

I'm a big fan of "videogame folk art" such as this. I'd buy this in an instant just to have it as a weird relic.

So just a normal burned DVD from an homebrew ISO in a decent looking case.
