There is some banding on the top half of the screen (more prominent on a white screen). Only have my horizontal setup on my Capcom Impress to test.
The screen looks fine with horizontal boards, cps2, Naomi, ect.
Is the orientation of the screen causing this or is it the PCB? Looking to sell the board and don’t have another setup to test.

... I believe colour issues (over the whole screen) are relatively common due to capacitors or rgb amplifiers on the board. However I really would test this before assuming it was a board problem.
Not that I'd expect it to be the issue but simple things first - tried to adjust voltage and rgb levels - issue remains consistent?
I'd try and test it on another setup and or via a scaler to another screen... Be a shame to sell as faulty board if there was just some kind of level/connection or interference was the problem.
I'd be tempted to get someone to just have a look at repairing this if you think there is a board problem.... Might get you nothing but I assume capacitors and rgb amps would be a relatively easy thing to i) test ii) fix... If you can't easily identify an issue with i) you can then at least decide whether it's worth continuing with ii) or whether to sell as faulty...

Oh good call I’ll check the voltage.

What type of scaler would you recommend? Not familiar with those kinda confused how that works. Would I just plug the board to a jamma adapter with vga output?

Easiest path to most scalers would be via a supergun + scart. Usual recommendations for retrotink or Ossc but anything would do the trick here - simply to test on another screen
But all that's doing is taking the 4 lines red green blue and sync... And connecting them to a the red green blue and sync input of the scaler... Just like your cab monitor.
But yeah just find anyone with another cab or supergun who would be happy to test if you don't have the kit to hand.
