Bit odd as I expected a PVM to accept TTL sync all day. If anything you'll be removing resistors from cables.
So I wouldn't be surprised if it needs way lower sync voltage... there's not a 2030 service manual online (only the EU PVM-2130 with SCART connector), but the PVM-2030 and 2530 share the regular 'operations manual', and in the service manual for the 2530 it only takes 1vpp for sync over the CMPTR 25-pin connector (TTL level is only for digital RGB when pin 9 of the connector is grounded - which doesn't apply for non-old-PC users like us who use this for video game consoles).
I actually have a DB25 connector to BNC box for my PVM-2530, and have it on my list to add a 470Ω resistor it, just to be safe (especially since my Crosspoint switcher always outputs sync as 5vpp).
