I could see the question arising due to Switch having other M2 ShotTriggers games, as well as other Cave games via Live Wire (with physical versions via Limited Run Games). And with that in mind, I don't think it's particularly likely that Ketsui will show up on Switch any time soon, physical or not.
1) The first 4 releases in the ShotTriggers series (Battle Garegga, Dangun Feveron, Mahou Daisakusen, Ketsui) never got a Switch release in any form, unlike the newer releases in that series that have all launched with physical and digital PS4 and Switch versions in Japan only. So, M2 would have to make a Switch port first in order to have any hope of a physical version, either from M2 or by a company like LRG.
If M2 ever did go back and make a port of ShotTriggers Ketsui for Switch (or any of those other early ShotTriggers titles), I'd think it seems pretty likely that they would do a Japanese physical release though, since they have been very consistent about doing that since they started Switch releases with Esp.ra.de. It also wouldn't be inconceivable for LRG to do a Western release (if M2 released the game in Japan first), but I also wouldn't exactly count on that. LRG did have two ShotTriggers releases (PS4 Battle Garegga in 2019 and PS4 Dangun Feveron in 2021), but they seem to have stopped with no sign of them doing a release for any of the newer PS4 or Switch ShotTriggers games.
2) If you're thinking a possible Live Wire release (also followed by maybe getting a Limited Run Games physical version, as has happened with Live Wire's first 3 Cave ports)... that also seems less likely to me for Ketsui. So far, the only Cave games Live Wire has ported are based on the Xbox 360 ports that Cave originally developed and published themselves. Ketsui does have a 360 (and PS3) version, but that port was developed and published by 5pb so likely has different licensing issues.
Not like there aren't other options to get your physical Ketsui fix though. PS4 ShotTriggers Ketsui is available in both a physical retail disc (Japan) or download (worldwide) format, and is the definitive home port of the game. PS3 Ketsui is available on a region free disc and is also a very good port. X360 disc version is good too (same as the PS3 version), but that one is a little less accessible due to being region locked.

I could imagine the 5PB version appearing, but the licensing issues are likely a mess. Mages just put out the 5PB-developed Bullet Soul on Switch, so there's some hope there.
That said, there's no way are we gonna see M2 go back and move the game onto Switch at this point. That deal is long past and they are clearly invested in other projects.

I think it's more likely than not that they will not go back. However, I wouldn't say that with full confidence. Have to remember that M2 already did the work of making the PS4 ports, so it should be relatively easy for them to make whatever adjustments are necessary to port those over to the Switch. Particularly considering that 3 of the 4 non-Switch ShotTriggers games are from the same original arcade hardware used by other games M2 has already ported to Switch (or is currently working on), it seems likely they have already ironed out any significant kinks in porting from that hardware to Switch. Garegga and Mahou Daisakusen were on the same Topalan v2 board that powers several of the Toaplan games M2 is working on (as well as Batrider, which M2 has said they basically have working, IIRC), Dangun Feveron is the same Cave 68000 board that powered Esp Ra.De, and Ketsui is actually the odd one out here being based on PGM hardware (but even that's still using the same Motorola 68000 CPU as the Cave board).
I'd probably prefer if M2 just uses their development resources to push on with their next Toaplan Arcade Garage releases, some other non-Toaplan ShotTriggers release, or something else like an Aleste Branch console port. But it wouldn't really be that crazy if they thought they could make some easy money by putting Ketsui on Switch.

I can't see them spending the time. ShotTriggers is essentially a vanity press for them, they've made their statement with Ketsui already.
What I do think there may be hope for though is a physical version of Mahou Daisakusen. Some boutique publisher somewhere will eventually bug them enough to get the rights.
