VGA2SCART and black screen

Ok, let's see if somebody will answer to this one, even though i have really low expectations.

I just bought a VGA2SCART since i wanted to upscale DOS and 640x480 content for win95, the problem is that i only get a black screen, if i just plug the VGA from my retro PC into the GBS control on the other hand i get a really shaky and disturbed picture that keeps rolling vertically, why isn't the VGA2SCART doing its job?

a) VGA2Scart is a sync combiner, nothing more.
b) you're issue is likely caused by the 70Hz output of your PC
c) Is the Scart input in your scaling device even prepared for 31khz input ?

A) That's what i needed
B) My signal is 60Hz on the Matrox G200, the GBS can even see the frequency in the LOG but doesn't show any picture just a washed out black square
C) Yes the GBS control can deal with that, it can even downscale it down to 15Khz

EDIT: Is it possible that the pinout for the scart output cable is not set correctly for the red\green\blue wires?

DOS at 70hz shows a picture but it's unstable, i know of a software fix for that but i would like to find a hardware one.
Also don't mind the ps2 thing.

EDIT: I will be damned, i can even capture dungeon keeper 1 (sharp as hell) which has the craziest switch in resolution and refresh rates imaginable
