Toshiba 34HF84: Brightness Fluctuation and Interference

Recently I picked up a Toshiba 34HF84 HD CRT to play my original Xbox and PS2 on through component. Soon after getting it I noticed a few major issues. The first issue is that the brightness of the screen fluctuates depending on what's on it. The issue is most noticeable when playing a first-person shooter and swapping weapons. The other issue is that the picture has what looks like interference with transparent horizontal lines that move up and down the screen in a flickering pattern. The interference is most noticeable in scenes with grayer and brownish colors. Some have said that these issues are due to either voltage regulators or caps going bad. I've taken apart the set and inspected the caps, they all look fine, no bulging or leaking. I reflowed solder joints that looked dry, particularly the ones for the three-legged transistors that could be used for voltage. No luck.

My research on the brightness fluctuation issue found one other guy with a similar issue on a Toshiba 32HF72. Other than that I wasn't able to find any mention of these issue with this TV. Are these issues I'm seeing normal for this TV or is there a way to fix it such as replacing a certain component?

I have a couple Hd Toshibas 30HF85C and the 26HF84. They have a lot of weird issues compared to any of my SD sets. The flickery lines issue seems to go away under certain conditions for me. It’s most apparent with my PC as a source but goes away when setting a custom resolution that doesn’t draw too far into the overscan area (setting a 720p res often fixes it too). I’m not sure the cause but mine obviously needs some repairs. I have retrace lines at the top that go away when warmed up except in 480p where they seem to stay. I’ve also had large bright spots (magenta and blue) appear on the left and right sides of the screen after long use. The smaller set has weird vertical stripes noticeable on plain backgrounds and what looks a little like film grain noise on the image.

That's interesting. Maybe HD Toshiba sets commonly have issues like these? I've left mine alone for a while but I'm getting the motivation back to try and repair it. I plan to do a full recap of the power and deflection board. Hopefully it helps.
