Even without that, it might make other people not want to cooperate with dumping other rare games. If there weren't any considerations like this, of course it would be best to preserve the game by distributing it widely.

I'm not confident that a game like this would "never" get a commercial release. Never is a long time, and community emulation projects have helped spur on some commercial releases. In any case it's up to the copyright holder what to do with their property.

After seeing this direct capture footage where I can actually tell what the fuck is going on, it's easy to see why this didn't see any widespread distribution: As a racing game, it's conceptually too simple and the "bumper car" feel doesn't seem that fun or enjoyable. Actually racing just seems as simple as avoiding the other racers. The twisty race course and amazing backgrounds look great, but don't really have much of an effect on the actual gameplay .. could've been improved with maybe a weapon system to let you blow up the other racers or something.
