I think Jamestown+ is a good candidate. Not my cup of tea that much, but it appears to work really well as a multiplayer game, based on what I've seen.

They've already been mentioned but Darius Burst and Jamestown work very well as multiplayer games and get my vote.

There's also a 4 player mode in the latest Vasara compilation (PC/Switch). The lack of remappable controls is a nuisance though.

I played it with a friend, it's all right. I found the available shot types a bit underwhelming (Laser and Charge were the only two I really got into). Unfortunately, the game has left/right screen scrolling which makes it messy to dodge since the screen shifts around whenever anyone moves. This isn't necessarily a dealbreaker, but it's particularly a problem in a bullet hell game because of how it makes it difficult to track bullets.

Ideally, multiplayer shmups are ones that don't have screen scrolling which makes things very confusing visually when players are moving around a lot. CAVE shmups in particular do this a lot and are iffy for multiplayer. Progear and Akai Katana are the only ones that have no screen scrolling as you move around (Deathsmiles has up/down scrolling). Giga Wing 1&2 for instance are perfect for multiplayer as they have no left/right screen scrolling. Same goes for most Psikyo shmups, as well as stuff like R-Type Leo, Forgotten Worlds, Smash TV, etc. You can also get away with some coop screen scrolling in more forgiving games, such as ones with a shield system (Crisis Force).

Also annoyingly, you can't get the loop in CAVE's looping games in multiplayer even if both players hit the requirements (I've tested this in DDP and Progear) so if you play multiplayer you'll only be able to get a 1-All, unless one player does loop 1 then the second player joins in the second loop.

Kind of logical that you can not have more then the most possible on screen.
This shows cave games are well made, using the full possibility.

Aegis Wings is a pretty fun, casual 4 player game on XBL. Best part is, it's free.
