How do I get 4:3 480i out of a raspberry pi 4 via HDMI?

I'm trying to use PLEX (via kodi) to stream stuff onto my PVM but I keep running into a brick wall when looking up stuff online about it. The reason I want to get 480i out from the HDMI port is because I have a HDMI to vga converter which I'm gonna feed to a Extron RGB interface to get RGBs. Any help would really be appreciated.
