CRT PVM smell and arcing

I just bought a SONY PVM 1442Q. It is in a very good shape.
I started using it and after few minutes started sensed the copier/ozone smell.
I opened it up. When open, I could hear a weak whining sound around high voltage/anode line after a couple of seconds it is turned on. The whining would fade away.
I turned the light of and saw arcing from the a ground wire to plastic panel on side of tube, shown with circle in image below. The whining was because of arcs. When whining sound goes away the corner of metal connector of ground was shining; to me it looks like arcing but not as strong.

I checked that continuity of return wires around the tube. The ground wires in photo also are ok.
I noticed the plastic panel holds the grey wire from red high voltage resistor divider to the main board, hook and wire circled in image below.

I suspected maybe some current from/to this wire is causing plastic panel to build some potential! I released the grey wire; and it seems major arcing has vanished.
Still the PVM builds up a smell after half an hour or so.
I appreciate any help from experts here.
