He says the db15 works only on "crt type monitors, not LCD" so I would assume it's only csync out.

Damn, what a monstrous beast! Am I seeing it right, that it also switches 120Vac power to each system in addition to switching the SCART signa? Pretty over the top!

It upconverts to 220V. Seems like a really neat feature for people in Europe who import NTSC/J systems.

On further reading, it sounds like it will step down 220V to 110V on a per-outlet basis. It's not clear to me if that means it requires 220V or if it would work with 110V. That still leaves out 100V for Japanese systems.
The per-outlet voltage selection sounds neat but risky. There doesn't sound like there's any protection if one were to accidentally connect a 100V/110V system to a 220V outlet or accidentally hit one or more voltage toggles.
