To get the best possible video output you need our VGA16 scan-doubler or RGB16 video amplifier board. They are all optimized for the Neo Geo with impedance matching outputs.

I have 2 MV1Cs and measured the RGB output into 10K ohm loads. I got R/G/B peaks of 3.46/3.48/3.48V on one unit and 3.46/3.47/3.47V on the other. To get 0.7V a voltage divider of 7.87K/2K should do the trick. Spoiler
