Dreamcast controller port issues. HELP!!

I recently modded my Dreamcast with everything under the sun (DCDigital HDMI, GDEMU, Noctua Fan Mod, Voultar's Battery Mod, removed 12v Regulator). Everything appears to be working except for the controller port. Led lights up, the fan works, HDMI works, but the controllers don't receive power.

I tried replacing the F1 Fuse with a 72v 400ma PolySwitch Resettable Fuse. I also replaced the stock capacitor with a 47uf 10v capacitor just to be sure that wasn't the issue. I did the Voultar's Battery Mod as well ( https://youtu.be/FQMO8sdzazI?t=659 ). Continuity checks out with every connection on the PCB. I've tried multiple controllers and even replaced the contoller cables with new ones. I'm at a loss here. Any thoughts on what could possibly be happening would be greatly appreciated.

Ive read that plugging or unplugging DC controllers while the console is powered on can blow the ports. Is that what caused the initial problem? I dont know about the possible fix though.

IIRC that only blows the fuse, which the OP has already replaced with a resettable one

If you take the resettable fuse out and try it with nothing do you get the same behaviour?

Put the original fuse back in?
