I've been playing this recently. Well, for about 2 hours.
It's fun, but from what I can see it's not up to the level of classic puzzle games like Tetris or Mr. Driller. I can't see myself devoting much more than a few hours on it.
Uo Poko is actually my favourite Cave game (and the only one I'd really like to see a port). The only thing that really bothers me are the first 4 or 5 levels. It's nice to have a few levels that introduce you to the game, but it's annoying if you have to play them every time. I think I would play the game more if I could just skip them.
Like you said, not exactly Mr. Driller, but nevertheless an enjoyable puzzler.
I love it. My frend and I have wasted many an hour in the 2 player mode. I particularly like the sounds made when you get a big chain going, "meowgasms" my friend calls them. It's kind of distressing when the poor buggers drown though.
You're forgiven man. It's true that particular PS2 fishing game has a game character named "Uo" though. ^_~

If you attended the 2003, 2004 and 2005 California Extreme shows, someone brought in a Japanese Candy cab with Cave's 1999 Uo Poko arcade puzzler. I tried it out at the show and what fun it is to play. Reminds me of reverse Tetris or Senkyu (aka Battle Balls in the USA for the Seibu Kaihatsu SP1 motherboard PCB) or even Bust-A-Move gameplay mechanics.
Did Cave make any other arcade puzzler titles beside Uo Poko PCB?

If you pull the plunger down too far, you can slowly move the joystick to diagonal up (either right or left) and it will allow the plunger to move up without launching the ball.
