I just got Psyvariar Complete, UK edition, from www.hmv.co.uk. The cost is 6.99 pounds plus shipping.
They do ship to the US, and I was able to get it to work by fumbling through the menus until I got the 60 hz option.
Your mileage may vary depending on what mod chip you have, but this confirms that European 60 hz games work on American machines.
Now we just need to find a source for them. Most of the 60 hz games that haven't been released in America, such as XII Stag or Dragon Blaze, come from 505 Gamestreet, which seems to have lousy distribution. I asked NCS and they couldn't find a distributor.
(And by the way, anyone know if this game is edited in any way?)

To the best of my knowledge, the PAL and JP versions of Psyvariar Complete are pretty much the same...the JP version was pretty much just 2 "SuperLite" releases tacked together (though, oddly enough, the package came first, and the separate releases later), so they didn't have a whole lot of extra stuff to begin with.arromdee wrote:(And by the way, anyone know if this game is edited in any way?)

fantastic ports of two worthy games, it's just a shame that the slight fuzz exists and makes the final bosses so tough. unless someone enlightens me, playing revision in yoko mode makes dodging the bullet patterns of the last few bosses far too wiggle and hope for my liking. it seems there is no way through the mass although i'm forever practising.

play.com doesn't ship to America, but thanks for pointing out dvd.it. It figures that since 505 Gamestreet is an Italian company, an Italian store should have the games.
The prices do seem high, though. (probably not their fault) A game that is 10 pounds in the UK (at $1.86 per pound) is 20 Euros on dvd.it (at $1.27 per Euro). This works out to around 27% more expensive.

No, I'm playing using a Messiah-clone modchip. It's one of the relatively early ones which requires you to press or hold in the reset button in certain ways to make sure the game boots, but there's no swap.
I just put Psyvariar in, booted it like I'd boot a Japanese game, and got a scrolling gray screen. I then made my way through the menus until I found the 60 hz option, which made everything normal.
It is possible that whether this works depends on the modchip or on whether your modchip was installed with the "NTSC fix". Also, I only tried this one game.
Bizarrely, the 60 hz option doesn't save even though the rest of the options, including the ones on the same options screen, do.

I don't think there's a game out there that saves 60hz option. The companies probably want to avoid trouble in case a customer who had previously used 60hz switches TVs to a one that doesn't support it (even though all new TVs do) which would basically render his save file unusable. Most games have the 50hz/60hz selector right after bootup, it's a bit weird Xplosiv put it in the options menu.
