Oh it's very common on the arcade PCBs that have been sold in Korea.
A kind of official import seal authorization or something for boards imported from Japan maybe, given the history of import restrictions at the time ?
I don't remember seeing those on PCBs that were licensed to be manufactured or assembled in Korea.
