I’ve just picked up a 14L4 and it has some horizontal interference / noise and the picture jumps a little vertically.
So far all I’ve tried is hooking up a SNES and MD, running 100v and 240b into the monitor (hoping it was PSU related)
I contacted savon-pat (he has other cap kits) on eBay about a cap kit, but he says he doesn’t see L4s where he is, so can’t help
Does anyone know of a cap list and / or what the cause of a slightly bouncy pic could be?

Cap kits are a 100,000km service, they're not for specific problems. In this case it's more likely to be one of the 5V regulators, but that's a guess.
Get the service manual and start measuring voltages at the connectors. They're normally well labelled (+5V, +12V, +140V, etc.)
