PSX - Patches or fixes for 480i/240p games? (Chrono Cross)

Are there any patches/fixes/hacks to force games such as Chrono Cross which uses 480i in the menus to display in 240p so upscalers (OSSC/Framemeister) doesn't need to switch resolutions causing a long delay?
