From the DIP chart of Kyukyoku Tiger (Japanese version of Twin Cobra)

It seems that the game cannot be set to free play.
All you need to do to emulate a coin being put in, is to wire a normal push button at the coin pin (16 or T) and ground. When you push the button, the game would treat you as inputing a coin.
But I think having a coin mech wired up would be even better, since it feels good to actually insert coins into the meachine, plus you could earn some bugs when you friends comes by. Hopefully earn back the PCB in the long run.

*Meow* I am as serious as a cat could possible be. *Meow*
Some games on freeplay when left idle just sit there burning the logo into your screen. It's best to add a fake coin button.
