Sony PVM-1340 won't power on

I just picked up a PVM-8040 and PVM-1340. The 8040 works fine but the 1340 won't power on. I pulled the sides off to inspect and I don't see any blown caps and the fuse looked good (obviously I avoided the no-no spots). When I plug it in and hit the power button for the first time it gives off a loud buzz that lasts a second or two. If I try the power again no noise. If I leave it alone, plug it back in then I'll get the noise the first time I try to power it back on. Any ideas? Maybe a bad power supply board?
