I know I just made a post about the NT Mini but I do have the RetroUSB AVS but I have an issue with it. I have tested it with various NES games and the AVS seems to only output 224p and not the full 240 lines of vertical resolution. I wouldn't have an issue with this if the AVS allowed you to integer scale the 224 vertical lines into 720p but it doesn't and just stretches the picture slightly vertically to fill the entire space of the 720p screen. I know this is going on because I have tested this out in Retroarch. For example, on my PC running in 720p on my monitor, when I load up a game using the Nestopia core in Retroarch, everything looks normal when using integer scaling, set the aspect ratio to 5:4 and turn off the "mask vertical overscan" and "mask horizontal overscan" options in the Nestopia core quick menu. However, when I turn on "mask vertical overscan" and turn "integer scale" off, the game looks stretched out and the picture is identical to what games look like on the AVS. Running my PC in 720p, when I have "mask vertical overscan" turned on and then turn "integer scale" back on with an aspect ratio of 5:4, the game image looks normal again but there are black bars on the top and bottom because 224 does not scale evenly into 720.
On the Hi-Def NES, based on videos and pictures I have seen of games running on it, it seems to be outputting games with the full vertical resolution of 240 as games look more properly scaled in the vertical dimension in these pictures and videos compared to the AVS

The AVS is not able to scale vertically. It is much more likely that your TV is overscanning. Look for Just scan or Full pixel or similar in display settings.

Just a question/observation: aren't nearly all SNES games 224p resolution just like the NES before it? So if any system is outputting 240p it has to either be stretching the image or adding blank lines to the top of bottom?
I could be totally off, but when I read the first post I thought to myself "it SHOULD be outputting 224p and NOT 240p".

The NES outputs a fixed 240p. With the SNES games can choose 224p and 239p but the latter is only used by some PAL optimized games.
Even with 224p you'll want it padded instead of stretched for the best quality.

Have you tried asking on the NintendoAge forum? They have a dedicated forum for anything AVS related.
