Got offer this monitor but can't find much about it other then some Russian site.

Should I buy it? Currently using a dell ultrascan p991 with my raspberry pi for retro gaming.

It is a 29" multisync monitor. If it looks good and the price is right, yes, you should buy it.
Edit: maybe ask if it accepts 15kHz over RGB first.

Yes, but you want to ask if it supports 15kHz on the RGB/VGA input specifically.
If the monitor has had little use and looks good, $239 is a great price. It won't be as sharp as BVM's are but still, it's a 29" multisync monitor. Ask for some pictures of it turned on before committing to buy. Or better yet, test it yourself prior to that (if you can).

I think the DT2930 and DT2730 monitors are probably the same, just referred to differently in different markets.
As far as I am aware, this monitor will accept a 15KHz signal via composite and s-video, but not RGB. However, it might be possible to mod it to accept 15KHz over RGB similar to how Mike did it here - http://mikejmoffitt.com/articles/0051-nettv-rgb.html.

I tried but could not bare the fan sound. It also had a probelm with my current solution using hdmi->vga. Using the vga hat I bought for my raspberry pi solved this. But alas, that fan. No thank you.

This model uses a 12v 92mm fan. It can be replaced with a much quieter 92mm fan from a manufacturer like Noctua. https://noctua.at/en/products/fan/nf-a9-flx

I can say first-hand that it supports 15KHz over RGB just fine, and any future googlers won't need to wonder.
