Probably not since Vita is more powerful, but the last games on 3DS were even lacking 3D features (I have to check for Mighty Gunvolt Burst, but Blaster Master Zero definitely lacks them) and still went for 30 FPS (no special support for New 3DS either). It's annoying when they can't get the codes the same day as the game.
