DS/3DS mod for 240p on CRT?

The NDS resolution is 256 × 192, and the 3DS resolution is 400 x 240. I am aware that there are video output mods for both systems, but since both system's resolutions are within a 240p video resolution, does there exist a way for both systems to output 240p via a mod on a CRT?

I've been thinking of making a DS Interface for Wii using loopy's DS Capture. But it seems like a silly idea and I can't justify the purchase.

The 3ds really needs an open source video capture solution. It's criminal that nobody has bothered yet, except those overpriced loopy/katsukitty mods that you can't install yourself.

There is the IS Nitro Capture/Emulation, developed by Intelligent Systems (Fire Emblem, Paper Mario) to output DS games on bigger displays such as CRTs.
