I am toying with the idea of building a micro atx pc “console” for n64 to hook up to my LCD
Before I go too deep into parts I was wondering what emulator or emulators have the lowest known input delay
A low processor load so I don’t have to drop a meaty video card in there to keep form factor small would be nice too. I would interested to know which n64 emulator is most efficient with lower processor needs.

Use https://m64p.github.io/. There may be n64 emulators out there with lower CPU requirements but none of them will work as well or have as high compatibility.
Input lag really isn't an issue with any n64 emulator that I have ever used. You are more likely to introduce lag via your operating system type, display or controller then the emulator itself in this case.

I've also heard good things about RetroArch's ParaLLEl Core, though I'd imagine it's likely more resource-intensive for the sake of more accurate emulation.

Yeah my i3-6320 struggled with Parallel even with the recent multithreading of the Angrylion plugin. Looked amazing with the VI filter but definitely not for the budget build...

i will most likely get i-5 or better with a mini atx rather than a micro all in one.
How about n-64 to pc controller adapters?
Has anyone used a brand they trust that wont add more lag?
I would love to use authentic controllers.
Also do these emulators support proper analog deadzones for games like Mario 64 if I were to use a N-64 controller?

For adapters always go with raphnet as they poll at highest rate possible by default.

Wish I could tell you about analog dead zones but I use a ds4 as the only game I really play on the system is Sin & Punishment. I can't justify buying a real controller and adapter for a single game!

You want the fastest CPU you can find on a PC build to take advantage of frame delay--to get that latency as close to real hardware as possible. For PC games,
stepping down from i7 processors is no biggie, but the extra muscle is worthwhile for emulation. (As long as you're spending a chunk of money, might as well get good results.)
Raphnet usb adapters offer fast polling times and have a good reputation. I have one of their new N64 ones, it works well.
You might consider taking a second look at a Raspberry Pi if you are on a budget. A budget PC build may outperform the PI, but the difference in price may not justify the additional expense.

I already own one and don't like it very much because of the lag issues I was experiencing. I ended up buying the raphnet adapters x4 and I plan on mounting them to the case.
How about Cartridge dumpers? The info I looked into seemed both outdated and out of stock.
Has anyone successfully dumped a ROM from a gameshark v3 on a modern OS like 10?
I would love to mount one onto the pc case as well to dump my own roms from my collection of cartridges
