Sorry but most of your statements are way behind the times.
Tons of LCDs today measure at 3~6ms or barely more and don't add any more lag through a full frame buffer for rate conversion nor upscaling except in very rare cases that we definitely don't run into anymore today (like forced wide ratios on some rare 4:3 and 16:10 monitors)
And they're not shitty TN either, many IPS and VA from entry-level to high-end products most well-accelerated, the greater number are Full-HD and now a very good number of 4K and WQHD can be consider lag-free and fast-responding as well, or almost lag-free except maybe for superhumans who can tell a 1/4 of a frame difference.
The so-called wonder EVO monitors are completely obsolete POS by today's standards, and they've never been anything special to begin.
You should check the posts Thomago and I made about the ViewSonic VX3211-mh recently in the OSSC thread (scattered pages 159 to 163 I think) that one is 32" but there's plenty of 24"~27" that perform excellently for anyone needing fast response and lag with no picture quality tradeoff (as far as LCDs go of course)
I mean it's not 2008 or whatever anymore.
