I hear of this Neo Geo Pocket so popular in Japan way back in 1999 but never released in western countries.

It was equally big in the US I'm pretty sure. I believe there were a few differences like Euro got Faselei while the USA got Dive Alert (both games). Also Euro got a boxed version of Last Blade while as in the US it was one of the last games and was only available as a loose cart in a sealed plastic case. I think some of the later Euro games were much harder to come by (SNK VS Capcom Card Fighters and Metal Slug 2nd Mission for example) than they were in the US. In fact I remember hearing that a lot of folks in Europe would import US copies for some of those later games because the print run was very small locally.
