You can view the loading screens (random images) on the 360 port of Radirgy Noa. You can unlock the story screens and some character art in Caladrius as well.

GigaWing 1 and 2 both have galleries that unlock with artwork the more you clear the game with different characters.

Takumi must have liked the idea to keep on doing it.

I'm pretty sure castle of shikigami 3 on wii does but I haven't played it in years.

EDIT: Espgaluda ps2 does.

Espgaluda and Mushihimesama for PS2 both have additional galleries. This means that every Cave port on PS2 has a gallery. It's sad that they stopped including them with 360 ports.

Castle of Shikigami 3's art gallery has you unlock the official portrait arts used in the cutscenes as you encounter them, but by default a large stock of fan art is included.

Twinkle Star Sprites also has a lot of official, concept, and fan art on its Omake CD for the Saturn version.

e: if you want to count this, the Namco Museum releases have extras for each game, including the shmups. Vol 5 is the only one I've played, which for shmups has Dragon Spirit, Baraduke, and Legend of Valkyrie, and it includes a sprite viewer and sound test. Might also have some other extras I didn't look into.

Hudson Selection Vol 2 : Star Soldier has unlockable TV adverts for the original Star Soldier and the Hudson Shooting Watch.
Shikigami 3 was already mentioned, but its two predecessors also have galleries with character artwork
