I always get asked about svideo or component console mods. My answer has always been go to RGB and then externally convert the signal to your output of choice (svideo, component and then one day HDMI). Mod the console once.
This makes a lot of sense but what I'm missing is what "box" should one use to go from rgb to svideo? feeding into consumer crt. Any experience or suggestions? and component?
non-rgb converter boxes? recommendations?

You can of course get converters for just a couple of pounds all over ebay/amazon ... I'd presume a lot of increased cost + need for power on the more expensive converters goes into maintaining signal strength and increased compatibility/quality of the s-video encoders.
Personally if I was forced down the svideo road I'd probably goto keene:

Although you pay a bit over the odds they've always been good, plus should you deem the results to not be worth the cos they've always been good on customer service and returns... though if doing overseas probably worth asking in advance (especially compatibility with specific systems) + checking cost to you of returns.

I can't say I have compared boxes, but pretty sure we had some of these keene boxes (or whatever those revisions were) back in early 2000's for video editing.

I imagine most of the devices out there will not handle 240p properly. You'll end up with a 480i output.
