Edit: I should probably mention the game is Super Mario Deluxe for GBA being played 1v1, so link cable engaged(?)

It's very clearly the standard Gameboy Player software, it has that Z button prompt in the corner and that's one of the built-in borders.

I bet they don't have super fancy equipment for it or anything. Unless they captured footage to broadcast as well.
