Hello,
I am trying to config my Saturn controller for Steam in preparation for playing Sonic Mania tomorrow. I am unable to program the Dpad in Steam, all other buttons can be properly mapped. No matter which direction I press it first maps as Axis 1, with the second as Axis 0. Nothing else. Does not matter if it is left, right, down or up. Something I also notice is when I press a direction the cursor in Steam disappears... does it not like the signal that the Saturn controller is feeding? Very bizarre
I can confirm that the Dpad works properly In Devices and Printers>'Saturn_Adapter_2.0'> right click> Game Controller Settings>'Saturn_Adapter_2.0' Properties and in the Test tab the crosshair in the box is properly centered and correctly moves around in every direction.
I really do not want to have to use an Xbox 360 controller emulator but is that my only option? There has to be something I can do, right?

I usually use xpadder for everything that doesn't support a 360 controller. sounds like what you basically want to do is get your computer and games to recognize that Saturn pad as a 360 controller (thats usually the easiest way to get modern games working on nonstandard controllers)

Since x360ce requires a per-game configuration, I prefer to use XOutput (https://github.com/stents-/XOutput/releases). Initial configuration takes longer since the configuration menu is really simplistic, but then it works for any game.
My configuration for a Pokken Tournament controller for reference:
-Analog axes are set because otherwise you get errant joystick input
-Button numbers found in the game controller settings menu you mentioned
If lag is your issue I haven't noticed any at all.

I have yet to need any configuration within steam to use saturn pads with a raphnet adapter, its been plug and play for me with every game. I would suggest trying the game out first before worrying about any remapping, chances are you won't need any.

So yea... no luck on anything.
What is 'extremely' frustrating is my controller works 100% navigating through the "Steam Big Picture" menus, but when I go to map the buttons to the controller the Dpad only registers Axis 1 and Axis 0. ? Wtf?
Sonic Mania does not detect any controllers at all, so I don't know what to do. The irony is in the Options/Controller Menu in game there is a Saturn controller.

I've been playing it this afternoon and it seems to be XInput only, as in Xbox 360 controller or nothing. You'll need an XInput wrapper (either x360ce or XOutput) if the Steam Big Picture Mode controller configuration isn't working right.

Update: I just conceded and am using JoyToKey for now, just mapping my controller to match that of a keyboard. Game is working flawlessly with it and I notice zero lag at all.
But man Steam Big Picture is just... lets just hope I never have to deal with that again... The way the Raphnet circuit is setup is for the Dpad to be mapped as an Axis, or Axes, however you phrase it. Oh well, going to destress with this game - S3&K is my fav game of all time, so I am a little more than hyped.
