Unsurprisingly "Scramble's" sequel "Super Cobra" - games this topic is most certainly not about (seems wrong to shoehorn a hori into a vertical cab - I doubt there weren't enough horizontal cabs).

Zanac is 1986, and is a vertical scrolling yoko game. Knightmare, also 1986, is also one. I imagine whatever game came up with the concept was probably an MSX game (like the 2 mentioned).
What about River Raid?

Arcade versions of Salamander, Life Force (Japanese version), and Salamander 2 all have vert stages.
