A little odd that the image is chopped up like that, I wonder why.
As for the artix7 board. All the components are placed and I'd say routing is 50%. BGA breakout and bypass cap placement/routing is a pain in the ass. At first I was planning on using 0201 caps so I could put one under each ball, but I came to my senses and swapped it out for 0402s. It's looking like a bare bones board (just digital in from 3DS and digital out directly to HDMI) can be ~2"x2" even with two HDMI ports, cost of parts is around $80.
The Artix7 35t, 50t, and 100t ($30, $50, $100 versions) are pin compatible, so depending on user needs a more powerful chip can be dropped in. 38 GPIO are broken out over a flex cable so far. Should be enough for the 3DS plus controller stuff.
This board could also be hooked up to my 3 channel flash ADC board (or an analog video decoder) via the 40 pin flex cable. Since the FPGA has enough room to buffer a 240p frame, this could easily be adapted to an internal RGB to HDMI mod for things like SNES and Genesis.

What do you mean by that? Lines are drawn vertically?
Is that why his images from HDMI are rotated? It looks like he just wrote straight to the buffer and read out from it with no regards to resizing/orientation.

I mean, yeah, and they have similar things for the 3DS too, but that's internal devkit stuff that's generally not going to be a practical solution.
