I have the 17" version of the same monitor and get this same issue only with my S-Video modded Atari 7800 and only when playing 7800 games not VCS games (Please see the picture)

I found a Japanese blog that has information regarding these issues and what seems like possible fixes for them but I don't understand Japanese. Here have a look (There are multiple posts across several pages).

I wonder if it behaves the same with a PC-engine/TurboGrafx-16 :|

The solution they mention I believe involves using sync separation as thats how they found that the either H or V sync are slightly offset. And it seems they were drawing the sync lines directly from console PCB so not the cleanest solution... That's unfortunately as much as I could make out using Google translate. In the mean time I'm waiting on a updated MD2 C-SYNC cable from RGC that might improve my issue...potentially :?

Updated cable did no change so I gave up and ordered a Genesis M1 console so I have proper 60hz :| it has the High Definition etc print on the front so I'm hoping no jailbars.
