High sync level / Low video level - Amiga only?

I'm working on and off on an analog (output) video scaler for Arcade PCB's. I also want it to be able to handle other 15k systems like consoles and old computers, if doable. Barring various sync cleaners/strippers - are there other systems than the Amiga that has a TTL level sync while video is 0-1VPP?

The below machines output TTL c-sync and 15khz video, but I don't know the video level used.
Apple IIgs
Atari ST series
Tandy Color Computer 3

The only machine I have on hand is the IIgs and it doesn't require capacitors or resistors on the video lines to work with the XRGB2plus, OSSC, my RGB capture card, or my 15khz monitors (NEC Multisync II and Toshiba TIMM).

Thanks! I'll target a little research on those systems. My plan is for the scaler to be pretty much 'hands-off', but users may have to push a button to set the video level for those systems.
