It depends on the display I'd assume. I haven't hooked a 240p console up to a fixed-pixel display in 6 or 7 years though.

Can rotary joystick games be played in mame without a real controller? Would love to play Calibur 50 with the movement on dpad and the firing on an analogue stick (or even a mouse) but don't see how to configure it (if its even possible).

I'm not sure about graphic glitches, but unless the mod involves a toggle to switch between PAL/NTSC clock rates, you may experience some stuttering when playing games from other regions. Btw, looks like VGP sells boards with custom crystals for 1-CHIP models. There's also a seller on ebay Italy that regularly lists PAL SNES units (he's got 1-CHIP too btw) with region switch, RGB bypass (to defeat the typical SNES vertical banding) and c-sync available. I never bought from him but seems legit.

You can get glitches if you play PAL 50Hz optimized games at 60Hz. If you play NTSC games then you won't have any problems. 50 ohm bnc cables are used for audio applications. Everything video related uses the 75 ohm ones.

Why can't I find a sync on luma RGB Scart for NTSC Snes? I got a Super Famicom recently and bought a CSYNC one (allegedly) from some random eBay seller (RGC was out of stock) and the picture has plenty of checkboard pattern on the LCD. Same TV with Megadrive 2 is clear as day. Bad cable or my SFC needs sync on luma?

Probably a bad cable. Never buy SCART cables from anybody but RCA or RGC for console-specific ones, maybe WookieeWin for breakouts.
NTSC SNES Sync-on-Luma cables are rare because they're pointless on a console that natively supports csync (the only SNES consoles that don't support csync out of the box also don't support luma out of the box).

What's the best way to convert a Component 480p signal (from my Xbox), to export 480i via RGB (csync)? I thought there was an Extron that did something like this but I can't find the model.
I need something like this so I can display a 480p signal on my D20, and have the same image on my other 3 monitors which are only 480i. I will then have to figure out how to dump that signal back into the Extron Crosspoint so it's routed to the 3x PVM's with RGB hookups).

I have a VSC 300 as well and the VSC 700 has the better image quality.
I can't tell you anything about using it with a Crosspoint or RGBS. My setup is based on RGBHV and I use a Copix sync converter/line amp to get RGBsB for my two pro monitors.

Can you please confirm that the INPUT side can take Component/YPbPr from my Xbox? Only the output side seems to have the "G/Y", "B/PB", "R/PR" markings which usually tells you it's either RGBs or YPbPr, so I'm worried it might not be able to take Component as an input. I looked in the manual as well and the only reference to Component was for output (not input) - but I could very well be missing something).
For any of you who use a Crosspoint (which I just got so I'm VERY new to them), if this does work, I can then take that 480i RGBs signal coming out of the VSC 700, then route it back into the Extron, then dish it back out to the 3x 480i PVM's, right? (AND keep the original 480p signal from the Xbox running in 480p on my BVM-D20)

For converting component, I have two devices: Garo and an Extron CVC 300 unit. (Keep in mind, your milage may vary--versus my personal experience!)
I use Garo to get RGBHV from component and it works fine. You could chain a Garo between your 480p consoles and the Extron scan converter.
I can't recommend an Extron CVC because mine has trouble with the Wii. This happens in RGBHV, RGBS, and RGBsB. It just hates the Wii.
The Garo also hates my Wii, but ONLY on the SCART output--RGBHV works fine.
There's other options out there; that's just what I have.

Could be the cable but some Super Famicom revisions just before the 1-CHIPs have noisy video output with any cable. Ok so I convinced my brother to download the 240P Test Suite for the Wii and test it on his piece of crap HDTV. On the manual lag test he got 2 frames at most, getting it down to 0.50. How is this? I refuse to believe a TV of that tier could yield XRGB-Mini like results. Unless a TV scaler can improve lag by compromising video quality; is that possible?

The GARO's issues with the Wii are limited to 240p output (the GARO works fine on the Wii with 480i and 480p output, apart from the purple flash in setup menus that many converters have). I found that the 240p issue could be circumvented by connecting the VGA output to the device but using the SCART cable instead. I'm not sure if it has to be the same device, but this setup will not sync to 240p without tweaking the OSSC sync settings:
GARO -> (SCART) -> Bandridge SCART switch -> (SCART-to-BNC) ->PVM -> (BNC-to-SCART) -> OSSC
While this setup *will* sync 240p to the OSSC on default settings:
GARO -> (SCART) -> Bandridge SCART switch -> (SCART-to-BNC) ->PVM -> (BNC-to-SCART) -> OSSC

So, today I can only get my Micomsoft SC-512N to work in OBS. If I use any other software (vdub, amarec etc.) the driver can't pick up the signal anymore. Any ideas why this is? It works flawlessly in OBS and OBS Studio. Virtualdub doesn't pick up the signal at all it seems. Amarec searches for a signal (it does pick it up for a short moment when it's searches for an HDMI signal) til it eventually crashes. When rebooting Amarec it puts me in the configuration menu and if I go into device properties, the driver reports that it has picked up the signal without any issues. Once I exit the menu, it drops the signal again.
Tried almost every trick in the book, but can't get it to work. I feel like the card shouldn't work in any software when it's acting like this.
EDIT: MPC-HC and BE picks everything up just fine too... Trying to record using ffmpeg via command line (which has always worked before) only gives me an I/O error. No other information.

Do you have amarec 3.10? I had problems with earlier versions. I say definitely pick up 3.10
Also there are some people who recommend a particular driver for the Micomsoft capture card. Can't remember which it is. I had no problem with the one that came stock with my Startech USB3HDCAP (same as X-Capture 1 without the RGB passthrough), but YMMV.
