Crescendo Systems RTC2200 has the best reputation, but kinda pricey and hard to find. Audio Authority also makes some good ones, the 9A62 and 9A65. Those are the only three I have experience with.

But for PS2, you don't need a converter. Just hook it up with component cables, then set PS2 to RGB. At 480p, the PS2 runs with sync on green.

For games that support 480p out of the box, you just have to know how to set them to 480p blindly. Some are as easy as holding a couple buttons, others have menu options.

If a game doesn't support 480p, you can sometimes force it with GS Mode Selector. For games that won't let you force it, or don't look good when you force it, you can always launch in 960i, which is just simple line-doubling done by the PS2. I've never come across a game where that didn't work. And GS Mode Selector can be setup to run automatically by holding a button at power-on, so no need to navigate any menus blindly.
