PVM 14L5 Protective Shutoff Problem

I recently bought a PVM 14L5 that was advertised as non-functional. I've taken a video which you can see here: https://goo.gl/photos/pV4PqPcwSQX7Gb3t7

In the vid you can see that on power up, the screen gets brighter and brighter and brighter and then suddenly shuts off. I assume this is some sort of protective measure, and the service manual mentions that something like that exists.

I am wondering if anyone has experienced this kind of issue before. Could it be some simple fix like a busted cap or an internal knob that got turned the wrong way? I've seen mention online of turning the 'gain' on the flyback transformer down, but it looks like the flyback transformer in the PVM 14L5 only has H focus/V focus knobs.

Could it be that the flyback transformer has gone bad and needs to be replaced? That was my initial assumption, but when searching online, I've seen flyback transformer failures usually correlated with the opposite symptom, the screen not being bright enough.
