OK so I just tried to install an NESRGB board and it's not working. I do get video out and audio but, well just take a look at the problem in the sample I recorded below.

This was hooked up over s-video, I haven't created a custom scart cable to test the rgb yet. I'm not sure what the technical term to describe this issue is, I want to say that the video is looping, but IDK. Either way as you can see it's a big issue. My guess would be that the console is outputting pal instead of ntsc and that's why the image is going crazy on my ntsc tv, but I solder the J5 jumper as instructed by the directions for NTSC consoles? I can provide more details if someone is willing to help me out or at least point me in the right direction. Any help is greatly appreciated.

Re: NESRGB help! (Solved)
Ok so I found the issue last night, about an hour after creating this thread. I made a mistake when wiring to the ground from the NESRGB board, I assumed that the ground next to the solder points for the chroma and luma was the same as the ground next to the +5v point where I connected the voltage regulator, but you know what they say about assuming. I desoldered the panel mounts from that ground point and then connected them to the ground point next to the +5v point, everything appears to be working now.
