JP Neo Geo AES 3-5 weird static/rolling flicker [SOLVED]

Just got my first AES and I was really excited to get to playing, but ran into an issue with video..
When connected to composite, I get video/sound but there is a fair amount on static that rolls across the screen from bottom to top.
When connected to the Framemeister, this static is also present but I also get a weird flickering/jitter effect.

EDIT: SOLVED.
Cheap (bad) power supply; then wired Csync to PIN7 on AES video out (and cut trace) to remove flicker.

Looks like a flaky power supply to me. It sounds like you're not using the stock adapter? Try another adapter if you can. If it's original then it is also possible that the adapter itself needs a recap.

It was the power supply ("solved"). I re-wired a higher-quality one and it worked fine.
