Full screen seem to be a feature exclusive to the Original Xbox when it comes to non-hd 4:3 consoles, however not all games supports it.
Fullscreen means NO black bars anywhere, it just fills the whole screen, just like it is on the dashboard.
Here is the list of games that I can confirm that does support it:
Crimson Sea
Dead or Alive 2
Dino Crisis 3
Halo
Jet Set Radio Future
Kingdom Under Fire: Heroes
Kingdom Under Fire: The Crusaders
Red Ninja: End of Honor

Just curious, what are you using to verify it's displaying in fullscreen? What is the max resolution the Xbox outputs for non HD games? 640 x 448?

Some games appear to output in 640x480 such as Panzer Dragoon Orta or Otogi 2 (similar length and height to PS1/Saturn games then since 320x240 x2 equals 640x480), such games would only display fullscreen on a VGA monitor such as the Pioneer PDP-V402 who's native resolution is 640x480 however such monitor would cut off the right and left sides of games who output in 720x480 such as Crimson Sea and Dino Crisis 3, while other games have a 720x480 output but with underscan on all 4 sides such as is the case with Phantom Dust and Castlevania: Curse of Darkness, the Original Xbox dashboard for example displays in 720x480 fullscreen without underscan on any sides and the games listed on the opening post display in the same manner.

I believe Halo CE is 720x480, I remember playing Burnout 2 on the xbox via a PC CRT and then adjusting the display so that the underscan was hidden but when I put in Halo CE I noticed I could see more being rendered. I forgot what other games I tested that would render more than 640x480, will have to check.

While Castlevania COD may look sharper on Xbox I noticed it is not integer scaled and also suffers from clipping and crushed blacks.
