Yeah, I'm kinda in the same boat. I have a "useless" Blu ray drive in my PC. However, just like DVD, it will eventually be hacked and we will be able to use xbmc (or whatever it's called now) to play Blu ray direct from our PC.

BD has been cracked many, many years ago. If you run AnyDVD HD in the background you can play back BDs without any problems in programs like VLC. If you don't mind ripping them before playing them, you can use makemkv (which is free), which produces media player compatible files.

AnyDVD was discontinued, so I think it won't work on new blurays coming out... but that just applies to that one solution.
Another option is buying cheap bluray playback software. The big two (WinDVD/PowerDVD) can generally be found for $40 USD when they're on sale. I'm not sure that there's anything legit cheaper than that. Some that claim to be free are either scams or don't properly support blurays (like play movies but not menus).

Slysoft was erradicated. RedFox (same people) continues to bring new AnyDVD versions. Last one was released 10 days ago.

I have standard scart cables along with the BNC/coax cables. If no one else tests it for you, I can when I'm back home after January 1st. Depends on the model. The CECH-3000's can't at all. Earlier models may or may not be able to, depending on when they were made- I'd make sure you can see the back of the console or the model number or whatever you need before buying, or ask on a more specialized forum. Occasionally, my sound card gets interference from my graphics card. They're spaced a PCIe slot apart, which makes me wonder how it can even get interference from that. Certain apps make the interference much worse, to the point of being as loud as the actual audio. How can I fix this?

I've certainly never looked at any cables with a scope, since I don't have one, but IIRC the consensus is that it's coupling between the video and audio lines, and ultimately a grounding issue. So better grounding or better shielding on the individual wires would be needed to eliminate it. A test between the two would be nice, but might require that you have cables for the same system to really prove anything... How have you made sure it's the graphic card that's generating the interference? I've never seen that. You also haven't said if you tried the obvious thing: moving the cards to difference PCIe slots.
And unless it's a really fancy sound card, you can probably replace it with something better pretty cheaply, but without knowing which sound card it is, that's hard to say.

Are you sure the buzzing is not coming from your display? I heard that Component/D-Terminal doesn't work with DVD playback on the Panasonic Q (GameCube + DVD Player). So the highest resolution you can get from DVDs on it is 480i via S-Video? It can't be modded or hacked to output DVDs in 480p?
Also, what is the color space encoding for DVDs? YPbPr or RGB? I was wondering which of the three options would give me the absolute picture quality for DVDs:
PS2 via RGsB or Component
PS3 via HDMI (RGsB support?) or Component
Dedicated DVD Player via Component

PS3, HDMI, YCbCr is the closest you can output to the original DVD encoding (which is YCbCr 4:2:0).

That's the graphics card/driver doing that, not Windows 10. On nVidia cards, open the nVIDIA control panel, go to "Adjust desktop size and position", and change the value in the "Perform scaling on:" dropdown from "GPU" to "Display".
A word of warning, for digital displays, it's generally much better to do it on the GPU than on the display. The GPU upscaling is better quality and handles resolution changes instantly. It's also potentially faster, if your display has additional lag for non-native resolutions (the GPU scaling does not add any lag).
On my U2711, the GPU scaling is worlds better. The U2711 is very slow at resolution changes, while the GPU is instant. The U2711's scaling isn't as sharp as the GPU. And finally, the U2711 has really buggy "aspect ratio scaling" support, often getting it wrong, or even drawing black borders on all four sides. The GPU scaling gets it right.
